ГРОМАДЯНСЬКЕ СУСПІЛЬСТВО & ЕКОЛОГІЧНА ПОЛІТИКА: ДІАЛЕКТИКА ВЗАЄМОЄЗВ’ЯЗКУ

Анотація
Автором статті, на підставі осмислення концепту громадянського суспільства та
вивчення досвіду й практик західних демократій у вирішенні екологічної проблематики,
обґрунтовується теза про діалектику взаємозв’язку між ефективним функціонуванням
громадянського суспільства та його інститутів й екологічною політикою держави. В
статті запропоновано твердження – розвинене громадянське суспільство, завдяки
активній політичній та соціальній участі громадян, громадянському контролю за
діяльністю органів державної та регіональної влади, уваги громадян до захисту своїх прав і
свобод, громадянській відповідальності щодо майбутнього наступних поколінь, фактично, –
виконує магістральну функцію на шляху до створення результативної екологічної політики
держави. Автором відзначається, розвинене громадянське суспільство у політичній
практиці країн сталої демократії, із урахуванням конкретних історичних, політичних,
соціально-економічних і культурних умов, виступає в якості сприятливого соціального
середовища та політичного підґрунтя для вирішення екологічної проблематики.
Наголошується, що саме розвинене громадянське суспільство та ефективна робота його
інститутів є ключем до розв’язання екологічної проблематики на регіональному,
національному і глобальному рівнях. Підкреслено, питання паритетного партнерства
громадянського суспільства та держави набуває виняткового значення для сучасної
України, екологічні показники якої за оцінками вітчизняних і міжнародних експертів щороку
погіршуються. У підсумку стверджується, українське громадянське суспільство та
потужний інструментарій його інститутів наділені достатнім потенціалом для реальної
трансформації екологічної політики нашої держави, у відповідності до нагальних потреб із
захисту навколишнього середовища і збереження національних природних ресурсів. The author of the article, based on the understanding of the concept of civil society and the
study of the experience and practices of Western democracies in solving environmental problems,
is substantiating the dialectic of the relationship between the effective functioning of civil society
and its institutions and the environmental policy of the state. The article suggests the statement that
civil society, due to the active political and social participation of citizens, civil control over the
activities of state and regional authorities, attention of citizens to the protection of their rights and
freedoms, civil responsibility for the future of future generations, in fact, performs a main function
on the way to the creation of an effective environmental policy of the state. The author notes that
an effective civil society in the political practice of stable democracies, taking into account specific
historical, political, socio-economic and cultural conditions, acts as a favorable social environment
and political basis for solving environmental problems. Beginning from the second half of the 20th
century and to nowadays, environmental issues become the moral and value imperative that leads
to the of socio-political convergence (convergence, cohesion, solidarity), and the key role in this
process is played by public society itself. After all, in this context, another paradox and the specific
essence of public society are revealed, which were noted by K. Popper and J. Alexander, namely
effective protection of the interests of a specific citizen in a developed public society is possible only
under the condition of the cooperation of the majority of citizens - "I demand protection from the
state not only for myself, but also for others" (Popper) and "it (public society) is a dimension of
social organization, rooted at the same time in radical individualization and uncompromising
collectivism" (Alexander). The author emphasizes that effective civil society and the effective work
of its institutions are the key to solving environmental problems at the local, national and global
levels. It is emphasized that the issue of parity partnership between civil society and the state is of
exceptional importance for modern Ukraine, whose environmental indicators are deteriorating
every year, according to domestic and international experts. In conclusion, it is stated that the
Ukrainian civil society and the powerful toolkit of its institutions are endowed with sufficient
potential for real transformation of the environmental policy of our state, in accordance with the
urgent needs of environmental protection and preservation of national natural resources.
