Анотація
У статті розглянуті основні форми сучасної демократії (від ліберальної до комунітарної) із урахуванням досягнень західної політологічної думки. Встановлено, що ліберальна та інші форми демократії не виконують представницькі функції, це обумовлює необхідність поширення провідних елементів прямої демократії та інших її форм. З врахуванням особливостей політичної ситуації та традиції України пропонується для застосування в ній такі форми сучасної демократії як деліберативна (дорадча) (за Д. Хелдом), яка відповідає переважно однорідному суспільству, а також «спільницька» (комунітарна) форма (за А. Лейпхартом), яка відповідає багатоскладному суспільству. Розглянуті їх переваги і недоліки, а також основні фактори та умови розвитку демократії в країні у цілому. The article considers the main forms of modern democracy from liberal, polyarchic up to deliberative, communitarian with taking into account achievement of western political sciences. One ascertains that liberal and other the rights forms democracy don`t fulfils representatives functions, that leads to crisis states of society and search of new forms and methods of democracy. There fore, polyarchic (liberal) form democracy not relevant to Ukraine. From here it follows the necessity research of the forms and elements of the direct democracy and spread out its in entire world. One defines the followings factors of the democratization process in society: army and policecontrol, absence of outside conflicts; developed, concurrent market; pluralism and tolerance and so on. Also ascertained main characteristics of the Ukrainian political situations and culture: direct (people`s) democracy; etatism, paternalism, nationalpopulism together with distrust to the state (paradoxe), as well as commercialization of politics and personalization of parties; absence of strategies and ideologies. In a whole very important advantages of democracy (flexibility, openness, dynamisм of life`s spheres) and possibility of the reforming of the society remains unrealized. Under this peculiarities Ukrainian politics considered the most appropriate form of democracy such as deliberative model of D. Held and communitarian model of A. Lijphart. The first has own advantages (thorough investigation of problems, participation all subjects, pluralism, openness of process, corresponding to traditions and modern technologies) and disadvantage (possibility of a collective irresponsibility, slowdown of process) and corresponds to a relatively homogeneous (monoculture) society. But the second model with his advantages (legitimation of the elements direct, participative, electronical democracy, using of plebiscites) and disadvantages (danger of a social disintegration) corresponds to a heterogeneous (polyculture) society.
