Анотація
Масштабування та поглиблення глобальної кризи бідності і нерівності стало підставою для широкої дискусії, щодо ревізії соціальної функції держави та пошуку нової парадигми соціальної політики в ХХІ столітті. У статті представлено аналіз концептуальних ідей безумовного базового доходу, які оформлені у радикальну пропозицію прогресивних науковців і політиків створити реальні умови для гарантування соціального захисту населення та додаткового стимулювання національних економік в умовах сучасних глобалізаційних викликів. Обґрунтовується, що безумовний базовий дохід дестигматизує державну соціальну допомогу, вирішує проблематику соціальної справедливості та утворює простір для економічної свободи. Запропоновано розглянути кейс безумовного базового доходу як проєкцію нової демократії, яка на практиці реалізує принципи загального добробуту та економічної свободи кожного громадянина. В статті аргументовано необхідність запровадження національного проєкту безумовного базового доходу, який дозволить гарантувати соціальний захист населенню України в умовах воєнного та повоєнного часу. The scale and depth of the global crisis of poverty and inequality have led to science debate. Researchers talk about the revision of the social function of the state and the search for a new paradigm of social policy in the 21st century. The article presents an analysis of the conceptual ideas of universal basic income. The ideas of unconditional basic income are a radical proposal of progressive scientists and politicians to create real conditions for guaranteeing social protection of the population and stimulating national economies in the face of modern globalization challenges. It is argued that universal basic income destigmatizes state social assistance, overcomes the problem of social justice and creates space for economic freedom. The case of universal basic income is proposed as a projection of a new democracy that implements the principles of general welfare and economic freedom of every citizen. The article argues the necessity of creating a national project of universal basic income, which will allow to guarantee social protection for the population of Ukraine in the conditions of war and post-war times. At the same time, it has been proven that one of the most debatable issues remains the potential risks that may arise in the event of the introduction of BBD. Among the risks, scientists name: excessive burden on the state budget; rising inflation and devaluation; reduction of labor motivation and labor productivity, risks of absolute devaluation of labor, the so-called effect of «social parasitism» and «infantilization of society»; decline in economic activity; a potential increase in the flow of migrants who can claim to receive BBD; the oppositional attitude of the society itself, up to the complete rejection of the paternalistic approach of the state to everyone without exception.
