dc.description.abstractРозглянуто проблеми інституціонального рівня системи міжнародної безпеки на сучасному етапі. Виокремлено низку факторів, які, зокрема, підвищують рівень складності та знижують ефективність роботи Організації Об’єднаних Націй в постбіполярний період: чисельність світових політичних акторів, трансформація світового порядку, криза міжнародного права. Приділено увагу внутрішньоінституціональним проблемам ООН. Висвітлено напрям еволюції сучасних збройних конфліктів. Аргументовано, що на найближчу перспективу ООН матиме справу з локальними конфліктами, які важко регулюються, що вимагатиме від системи безпеки певної реорганізації. Зазначено, що реорганізація системи міжнародної безпеки залежить від пакту між ключовими геостратегічними акторами, їхніми рішеннями та діями. The problems of the institutional level of the international security system at the present stage are considered. A number of factors have been identified that, in particular, increase the level of complexity and reduce the effectiveness of the United Nations in the post-bipolar period: the number of world political actors, the transformation of the world order, the crisis of international law. Attention is paid to the internal institutional problems of the UN. It was stated that the UN activities contributed to the resuscitation and spread of the idea of the possibility of building a stable and secure world. It is argued that the finalization of the bipolar world order has increased the challenges and threats to the existing system of international security and is changing the nature of the conflict. It is noted that decision-making in post-bipolar situations is complicated by political and diplomatic aspects of identifying a conflict or terrorist act. It is emphasized that the emergence of a network of local conflicts, lowintensity conflicts, the use of asymmetric warfare methods requires the UN to increase the degree of diversity in the regulation of this type of threat. The direction of evolution of modern armed conflicts is covered. It is argued that in the near future the UN will deal with local conflicts that are difficult to regulate, which will require a certain reorganization of the security system. It is noted that the reorganization of the international security system depends on a pact between key geostrategic actors, their decisions and actions. There are three macrogroups of nation-states in relation to the group of conflicts on the basis of religion: secular states (mainly Western civilization), Islamic and conditionally neutral states. It is concluded that the outcome and configuration of the security architecture will depend on the decisions, actions and authoritarian influence of geostrategic actors, as well as on the existence of a pact between them.uk_UA.UTF-8
